How pipeda works
PIPEDA applies to most Canadian businesses handling personal information, including customer and employee data used in bookkeeping, invoicing and payroll, and sets out fair information principles covering accountability, consent, limiting collection and safeguarding data. Businesses that transfer personal data outside Canada, including to an outsourced service provider, remain accountable for how that data is protected.
Organizations are expected to be transparent about where personal data is processed and by whom, particularly when a third party or cross-border provider is involved, so individuals understand who has access to their information. A significant data breach involving personal information generally triggers a notification obligation to affected individuals and to the Privacy Commissioner of Canada. Provinces such as British Columbia, Alberta and Quebec have their own private-sector privacy legislation that is deemed substantially similar to PIPEDA, so a business operating in one of those provinces may need to follow the provincial law for activity that stays within that province.
Example
A Canadian bookkeeping client asks their outsourced accounting provider where their payroll data, including employee social insurance numbers, is processed. The provider explains its data flows, including any cross-border processing, and confirms the safeguards in place, consistent with PIPEDA's requirement for transparency and accountability even when a third party handles the data on the business's behalf. The provider also confirms it does not sell or share personal information with unrelated third parties, addressing a common follow-up question clients ask once they understand where their data is processed.
PIPEDA in QuickBooks Online vs Xero
Not software-specific: PIPEDA compliance depends on how personal data is handled across whichever systems a business uses, including Canadian payroll platforms like Wagepoint or accounting systems like QuickBooks Online and Xero, rather than being a feature of any single tool. Businesses document their data flows and safeguards regardless of software choice.
