How bas agent works
Registration with the TPB requires meeting education and experience requirements set out under the Tax Agent Services Act 2009, along with ongoing professional indemnity insurance and continuing professional education. Only a TPB-registered BAS agent, or a registered tax agent, may legally provide BAS services for a fee in Australia; an unregistered bookkeeper cannot lodge a BAS on a client's behalf for payment, even if the underlying figures are accurate.
A BAS agent's typical scope covers GST calculations, PAYG withholding, superannuation guarantee reporting and lodging the BAS itself with the Australian Taxation Office. Many small businesses engage a BAS agent alongside a bookkeeper who handles day-to-day transaction entry, with the BAS agent reviewing and signing off on the statutory lodgment before each due date.

A Sydney retail business has its day-to-day bookkeeping done through an outsourced team and its quarterly BAS reviewed and lodged by a TPB-registered BAS agent. The bookkeeping team prepares reconciled figures and GST workpapers ahead of each due date, and the BAS agent checks the numbers, applies any adjustments, and lodges the statement with the ATO under their registration.
BAS agent in QuickBooks Online vs Xero
In Xero and QuickBooks Online, a BAS agent typically reviews the GST and PAYG reports generated from reconciled transactions, then uses the software's activity statement preparation tool to finalise figures before lodging directly with the ATO or through the practitioner lodgment service.
Common mistakes
- Letting an unregistered bookkeeper lodge a BAS for a fee on a client's behalf, which breaches the Tax Agent Services Act even if the underlying figures happen to be accurate.
- Leaving GST coding errors uncorrected until the BAS is due, which forces a rushed review under time pressure instead of giving the BAS agent time to query anything unusual.
- Assuming BAS agent registration covers income tax return lodgment automatically, which is a separate scope generally requiring registration as a tax agent.
Why it matters
Only a TPB-registered BAS agent may prepare and lodge a business activity statement for a fee, so getting this wrong exposes a business to compliance risk with the ATO and the Tax Practitioners Board. Reconciled accounts and GST workpapers handed to the BAS agent each period reduce lodgment errors and the chance of an ATO query.
