Bookkeeper vs accountant is a question of layers. A bookkeeper records and reconciles transactions. An accountant adjusts, reports and advises on them. A CPA or chartered accountant is a licensed accountant who can sign returns and give assurance. A controller owns the close and the controls. A CFO owns strategy, financing and forecasting.

## How do the five roles compare?

The table gives each role’s job, the credential usually behind it, what you receive from them, and the US median pay reported for the closest occupation. The BLS groups controllers and chief financial officers under financial managers and notes that experienced financial managers may advance to CFO (Bureau of Labor Statistics, 2026). The same source projects financial manager jobs to grow 10% between 2025 and 2035, accountants 5%, and bookkeeping clerks to decline 6%, which is the automation story in one row.

## What does a bookkeeper do?

A [bookkeeper](https://ledgerbpo.com/glossary/bookkeeper/) keeps the ledger equal to reality. Every sale, purchase, payment and transfer is recorded in the right account, and every bank, card and processor balance is reconciled to its statement. The bookkeeper sends invoices, records customer payments, enters vendor bills, prepares the payment run for approval and keeps the payroll data ready for the payroll provider.

The output is a reconciled trial balance at month-end, with AR and AP agings that agree to it. That is the foundation for everything the other four roles do. When the bookkeeping is late or wrong, the accountant’s statements are wrong, the controller’s review is wasted and the CFO’s forecast starts from the wrong number.

No license is required, which is why quality varies so much. The reliable signal is process: a monthly checklist, a reconciliation for every account, and a second person who reviews. ## What does an accountant do that a bookkeeper does not?

An accountant turns a reconciled ledger into statements that mean something. That involves adjusting entries the bookkeeper does not make: accruing expenses incurred but not billed, spreading prepaid insurance across the year, posting depreciation, deferring revenue received in advance, and writing off bad debts. The result is a profit and loss statement and balance sheet on an accrual basis, which is what lenders and tax preparers expect.

The accountant also interprets. Why gross margin fell three points, whether the cash dip is timing or a trend, what the tax provision should be. In a small business this person often works part-time or at an outside firm, reviewing the bookkeeper’s work each month and preparing the year-end package. The SBA’s guidance for new businesses draws the same line: keep the books current and accurate, then bring in accounting help for the statements and the decisions built on them (SBA, 2026).

## What is a CPA, and when do you need one?

A [CPA](https://ledgerbpo.com/glossary/cpa/) is an accountant licensed by a US state board after passing the Uniform CPA Examination and meeting education and experience requirements. The license allows the holder to sign audit and review reports, sign tax returns as a paid preparer with a PTIN, and represent clients before the IRS. Canada uses the CPA designation with its own bodies. The UK and Australia use the [chartered accountant](https://ledgerbpo.com/glossary/chartered-accountant/) designations, CA, ACA or ACCA, with equivalent rights.

You need a licensed accountant for three things: an audit or review, a signed tax return, and advice you intend to rely on in a dispute. You do not need one for monthly bookkeeping, management reports or a cash forecast.

There are adjacent licenses worth knowing. An [enrolled agent](https://ledgerbpo.com/glossary/enrolled-agent/) is federally licensed for US tax representation but not for audits. ## What does a controller do?

A [controller](https://ledgerbpo.com/glossary/controller/) owns the process rather than the entries. The close calendar, the chart of accounts, the approval limits, the segregation of duties, the reconciliation standards and the review of every report before it leaves finance. In a larger company the controller manages the accountants and bookkeepers; in a smaller one the controller is the reviewing layer above an outsourced team.

The controller also produces the budget versus actual analysis, sets the policies the tax preparer relies on, and answers the auditor or lender when they ask how a number was built.

Few businesses under $20 million in revenue can justify a full-time controller, and most do not need one. ## What does a CFO do, and what is a fractional CFO?

A CFO looks forward. Cash and capital planning, the 13-week and 12-month forecasts, financing and banking relationships, pricing and unit economics, headcount planning against cash, and reporting to a board or investors. A CFO uses the controller’s numbers; a CFO does not produce them.

A [fractional CFO](https://ledgerbpo.com/glossary/fractional-cfo/) provides that judgment for a few days a month. The model works when the books are already reliable and the decision is real: a loan application, a purchase, a pricing change, a hiring plan. It does not work as a substitute for a controller or a bookkeeper, because the fractional CFO has neither the hours nor the mandate to fix the ledger.

## Which role does a small business need first?

Hire in the order the work appears. First a bookkeeper, from the first month of trading, because the ledger is the raw material for everything else. Second a reviewing accountant, monthly once there is payroll, inventory or more than one bank account, and at least at year-end before that. Third, controller-level oversight when the close is late, the reports are questioned or the team grows past one person. Fourth, fractional CFO time when a financing, pricing or hiring decision needs a forecast rather than a guess.

The licensed accountant sits alongside that sequence rather than in it. Engage a CPA or chartered accountant for the year-end return from year one, and for an audit or review when a lender, investor or grant requires one. Keep the monthly work with the bookkeeper and accountant, who cost less and are closer to the transactions.

The common mistake is skipping a layer. Each role exists because the one below it produces something the one above needs.

### What is the difference between a bookkeeper and an accountant?

A bookkeeper records transactions and reconciles accounts so the ledger matches the bank.
