Businesses often bring in a fractional CFO once they outgrow what an owner or bookkeeper can plan around alone, but are not yet large enough to justify a full-time executive salary. The role depends on clean, current books underneath it, since forecasts and board decks are only as reliable as the bookkeeping and reconciliation feeding them, which is why the two roles usually work closely together.
